The Illinois Department of Human Services (DHS), Division of Developmental Disabilities (DDD) is the administrative entity that contracts with private agencies to deliver services. They also administer funding for state operated developmental centers. On the DHS-DDD website, the following statement appears regarding services.

“Services are offered for individuals with developmental disabilities depending upon the availability of funding for services, the individual’s current living situation, whether the individual is a member of a DHS-designated priority population, severity of the individual’s developmental disability, his or her age, qualification for Medicaid services, and other program requirements as necessary.”
