All Kids – Illinois’ Program to Provide Healthcare for ALL Kids

The All Kids program offers many Illinois children comprehensive healthcare that includes doctors visits, hospital stays, prescription drugs, vision care, dental care and medical devices like eyeglasses and asthma inhalers. Some families pay monthly premiums for the coverage, but rates for middle-income families are significantly lower than they are on the private market.

Client Assistance Program (CAP) at Equip for Equality 
The Client Assistance Program (CAP) helps people with disabilities receive quality services by advocating for their interests and helping them identify resources, understand procedures, resolve problems, and protect their rights in the rehabilitation process, employment, and home services. Individuals with a disability who want to receive or are receiving Vocational Rehabilitation (VR) services or Home Services are eligible for CAP assistance.

Home and Community-Based Waiver Programs in Illinois

A waiver is a program that provides services that allow individuals to remain in their own home or live in a community setting. Illinois has nine HCBS waivers. Each waiver is designed for individuals with similar needs and offers a different set of services.

IL ABLE
ABLE Accounts, which are tax-advantaged savings accounts for individuals with disabilities and their families, were created as a result of the passage of the Stephen Beck Jr. Achieving a Better Life Experience Act of 2014 or better known as the ABLE Act. The beneficiary of the account is the account owner, and income earned by the accounts will not be taxed. Contributions to the account, which can be made by any person (the account beneficiary, family, friends Special Needs Trust or Pooled Trust), must be made using post-taxed dollars and will not be tax deductible for purposes of federal taxes; however, some states may allow for state income tax deductions for contributions made to an ABLE account.   This site is for accounts registered in the State of IL.

Illinois Supportive Living Program Fact Sheet
Affordable assisted living model administered by the Department of Healthcare and Family Services that offers elderly (65 and older) or persons with physical disabilities (22 and older) housing with services (depending on the population served by the facility). The aim of the program is to preserve privacy and autonomy while emphasizing health and wellness for persons who would otherwise need nursing facility care.

Integrated Care Program Information from Illinois Dept. of Healthcare and Family Services
The Illinois Department of Healthcare and Family Services (HFS) implemented the state’s first integrated healthcare program on May 1, 2011. The Integrated Care Program (ICP) is a program for older adults, and adults with disabilities, who are eligible for Medicaid, but not eligible for Medicare. The program is mandatory and operates in the pilot areas of suburban Cook (all zip codes that do not begin with 606), DuPage, Kane, Kankakee, Lake and Will Counties. As of mid-September 2011, there were 33,274 individuals enrolled in the Integrated Care Program. The Integrated Care Program brings together local primary care providers (PCPs), specialists, hospitals, nursing homes and other providers to organize care around a patient’s needs. It will keep enrollees healthy through more coordinated medical care, helping prevent unnecessary healthcare costs.

The Division of Developmental Disabilities (DDD) provides summary information of abuse, neglect and exploitation allegations and substantiations involving Community Integrated Living Arrangement (CILA) providers.  This information is organized by State Fiscal Year (7/1 through 6/30 of each year).  The information serves as one of the tools for consumers and others to help in selecting and monitoring services and providers. UIC – Division of Specialized Care for Children
Established in 1937, and administered by the University of Illinois at Chicago, the Division of Specialized Care for Children (DSCC) is the Illinois Title V agency that provides care coordination for families and children with special health care needs. DSCC, governed by Administrative Rules, helps children with disabilities, and those who have conditions which may lead to disabilities, grow and develop to the full extent of their abilities.
